The Intelligence Layer.

Every enterprise has systems of record. Most have dashboards. A few have copilots. Almost none have an intelligence layer — the connective tissue that turns fragmented data into continuous signal, signal into recommended decisions, and decisions into routed action. This essay defines the layer, why it is now inevitable, and what good looks like.
1. The end of the dashboard era
The last twenty years of analytics produced extraordinary observability and almost no decisions. Dashboards optimised for "what happened" — a passive surface for an executive team that needed to know "what to do, by when, with what confidence." The gap between observation and decision is now the most expensive gap in the enterprise.
2. The three layers of the modern enterprise
A predictive enterprise runs on three layers. Systems of record capture what is. Systems of action — CRMs, ERPs, ITSMs — execute what is decided. The missing layer between them is the Intelligence Layer: continuous, model-driven, multi-source. It does not replace either neighbour. It connects them.
3. What the Intelligence Layer must do
- Unify — resolve every system, function and KPI into one predictive model of the business.
- Detect — generate Predictive Business Signals continuously, not on cadence.
- Recommend — propose decisions with confidence, expected impact and provenance.
- Route — send each decision to the operator — human, AI specialist or fractional expert — accountable for it.
- Measure — attribute outcomes back to signal and decision so the loop tightens each cycle.
4. Why now
Three forces compound. The cost of inference has collapsed; agentic execution has crossed the threshold of reliability; and the executive team is being asked to operate with fewer people, faster cycles and harder accountability. The Intelligence Layer is no longer an architectural luxury — it is the operating prerequisite for the next decade.
5. What good looks like
A working Intelligence Layer produces four artefacts every week without human prompting: a board-grade executive briefing, a prioritised decision queue, live predictive forecasts across revenue/cost/cash, and a routed action log with measurable outcomes. If any of the four is missing, the layer is not yet operating — it is still a dashboard.
